In September 2016, the International Civil Aviation Organization (ICAO) announced its new policy direction that consignors not subject to approval by the Aviation Security Authority should be phased out by 30 June 2021.
Under such scheme, there are two methods that consignors may have their cargo loaded onto commercial aircrafts. (i) Consignors be approved by the appropriate authority as a “validated” Known Consignor (KC), or (ii) become an “unknown consignor” with all cargo subject to 100% security screening prior to being loaded on to a commercial aircraft.
The air cargo screening capacity at terminal is insufficient to satisfy the anticipation upsurge in screening demand, the CAD has launched the scheme of Regulated Air Cargo Screening Facilities (RACSF) to enable industry operators to conduct air cargo screening operations on their premises.
The above requirement affects all stakeholders in the industry, as a major advantage in Hong Kong air cargo industry is the ability to effectively consolidate cargo on site. Such requirement will affect the mode industry operators operates moving forward.
